Drift preset

Steady: rebalance at 4 pp drift, at most every 7 days. Example: if SOL rises from 20% to 24%, it is trimmed back to 20%.

Rotation plan (via Part 2)

Rotation happens by migration. At the trigger, holders choose whether to move to Part 2. This pot never changes.
